Are your staff doing their best to get your delegations done, even though they're not really sure what should be delegated to who? We are consistently dealing with delegations and sub-delegations, so can efficiently provide advice and guidance on which staff positions should be sub-delegated to which section of each relevant legislation.

 

Of course we also recommend which sections should be delegated to the CEO and which would better stay as a decision of Council. Working regularly with Reliansys means we can update and enter information more efficiently, saving  your staff many.....many....many hours of frustrating, unnerving and somewhat intimidating time. If you don't have an electronic delegations system, we're still able to help review and update, or maintain your manual delegation system.

 

We can also provide advice on potential process improvements to assist in ensuring your processes are as efficient and effective as they can be.We include a session with your Executive/Senior staff to ensure they are satisfied with the sub-delegations proposed for them and/or their staff. We can also provide training to your sub-delegated staff to explain and ensure a full understanding of the responsibilities associated with a sub-delegation is achieved. 

 

An Agenda Report with recommendations is also included, along with the provision of individual notifications to each Officer advising of their sub-delegations and responsibilities.

 

When legislation changes, delegations may also change, so to help remove the worry of ensuring your delegations/sub-delegations are current, we maintain delegations/sub-delegations and update your system as changes occur. This includes the provision of updated officer notifications and agenda reports as required.

 

NOTE: The Local Government Act states under s44(6a) Delegations - The council may at any time, and must within 12 months after the conclusion of each periodic election, review the delegations for the time being in force under this section. 

 

It is not recommended a council only reviews its delegations within 12 months after an election ie once every four years. To ensure good governance, councils should aim to implement a procedure where relevant delegations/sub-delegations are updated more regularly. 

 

We are able to assist in implementing an efficient and effective process that won't significantly impact on staff time yet keep you delegations up-to-date.
