We know how difficult it can be for country councils to not only find budget for a dedicated HR Officer, but to then fill the position with a qualified professional person. All too often it's left to the CEO or another staff member (often not qualified) to 'don another hat' and perform the HR function, even though they may not have the qualifications or experience, let alone the time to do so.

The process of employing staff really is a time consuming task. Some of the administrative tasks associated include initial discussion to determine what's needed for the role, writing a job description, arranging an advert, determining interview panel members, interview questions, dates and location. You need to collate applications checking they have the required qualifications etc, support panel members in deciding potential candidates, contact successful applicants for interview and arrange times, prepare interview questions and on and on it goes.
